There are tours to take you to Liberty Island. Until July 4, 2009, access is limited to the pedestal only. You cannot go into the actual statue or up the stairs inside her. There is a hellish security procedure that you have to endure. Be warned. Lines are long and it%26#39;s often very crowded. Below is a link to the official site that has info/details/tickets.
There is no ';cheap way'; to do Liberty Island and you%26#39;ll need to devote at least 1/2 day to the excursion.........unless you do what us New Yorkers do and advise others to do....take the FREE Staten Island Ferry and be satisfied with passing near her, taking pics with her in the background and enjoy the amazing views of Manhattan, Brooklyn, Bridge, Ellis Island, Liberty Island, Governor%26#39;s Island from the ferry. All in 90min!

Madame Tussaud%26#39;s gets really mixed reviews. Can%26#39;t speak from personal experience (not my thing - so much to do and see in NYC!), but my daughter went a while back and said what many others have said - a waste of money :(
We enjoyed Madame T%26#39;s wax museum. It is fun if you have some extra time. Also it is near Macy%26#39;s and other stores. Try to get a discount.
